Florida places no passenger restriction on a newly licensed teen driver, which sets it apart from most states. The limits on 16- and 17-year-olds are about the clock, not about who is in the car: a 16-year-old may not drive between 11 p.m. and 6 a.m., and a 17-year-old may not drive between 1 a.m. and 5 a.m., unless driving directly to or from work or accompanied by a licensed driver at least 21 years old.
