Pennsylvania steps its child restraint rules through three age bands. A child under two rides in a rear-facing car seat, and stays rear-facing until they outgrow the height and weight limits printed on the seat by its manufacturer. A child under four rides in a federally approved child passenger restraint system. A child four years old through seven rides in a booster seat with the safety belt fastened. From eight through 17, a regular safety belt is required in every seat of the vehicle.
